Prefetch Firefox
Windows XP has a pretty neat feature to allow you to essentially "Cache" an application so it's ready to go when you're ready for it. Be careful not to overuse this feature however, otherwise it defeats the purpose (like having all of your apps open all the time)...so use it sparingly.
I only use this for Firefox since I almost always have a browser open. So to apply this to Firefox, right-click on the Firefox shortcut icon you use to start the browser. Select Properties and in the "Target" line, add the text: "/Prefetch:1" to the end
The line will now look like this (assuming you have Firefox installed into the default location):
"C:\Program Files\Mozilla Firefox\firefox.exe" /Prefetch:1"
Enjoy!

Goto Google. Search for ’selinux’.
You now have a Cookie from NSA.gov, and your Firefox browser has downloaded http://www.NSA.gov. Nice implementations of privacy Firefox team. Good job.

This tweak is a myth:

This article is 100% pure nonsense.
The feature the author refers to is prefetching. It is not a cache but a means of optimizing bootup and application launch times. Following the authors suggestion will accomplish nothing.
But don’t take my word for it. See what Ryan Myers, member of the XP performance team at Microsoft has to say:
